What makes up your DEWA bill
A DEWA bill is more than kilowatt-hours and cubic metres. These are the building blocks behind the total.
Electricity consumption
Charged on a progressive four-slab tariff (23-38 fils/kWh), so higher monthly usage costs more per unit.
Water consumption
Billed per cubic metre on a three-slab tariff (AED 7.70-10.12/m3). DEWA switched water billing from gallons to m3 in March 2025.
Fuel surcharge
An extra per-unit charge added to every kWh and every m3. DEWA restates it monthly based on fuel costs, so it differs from bill to bill.
Sewerage fee
A Dubai Municipality fee that DEWA collects on its behalf, linked to your water use - around AED 4.40/m3 in 2026. It carries no VAT and UAE nationals are exempt.
Housing fee
5% of your annual rent (or the RERA rental value for owners), split into 12 monthly instalments. It is not a utility charge and is not subject to VAT.
VAT
5% VAT applies to the consumption and service charges - but not to the housing, sewerage, knowledge or innovation fees.

DEWA bill calculator - frequently asked questions
How Dubai electricity and water charges work, and what this estimator includes.
How is my DEWA bill calculated?
A DEWA bill combines a fixed monthly service charge, consumption-based electricity and water charges, a fuel surcharge and fees such as sewerage and the Dubai Municipality housing fee. 5% VAT is then added to the consumption and service charges. This calculator reproduces that structure from your monthly kWh and cubic metres.
What are the DEWA electricity slab rates in 2026?
Residential and commercial accounts pay 23 fils/kWh for the first 2,000 kWh, 28 fils for 2,001-4,000 kWh, 32 fils for 4,001-6,000 kWh and 38 fils above 6,000 kWh. Industrial accounts pay 23 fils up to 10,000 kWh and 38 fils above that. A fuel surcharge is added on top of every kWh.
What are the DEWA water slab rates?
Residential water is AED 7.700/m3 for the first 27 m3, AED 8.800/m3 for 28-54 m3 and AED 10.120/m3 above 54 m3. Commercial and industrial accounts use wider bands (0-45, 46-91 and 92+ m3). DEWA moved water billing from imperial gallons to cubic metres in March 2025, while neighbouring Sharjah still bills water in imperial gallons – see our SEWA bill calculator for the Sharjah rates.
What is the DEWA fuel surcharge and why does it change?
The fuel surcharge is an extra amount added to every kWh of electricity and every cubic metre of water. DEWA restates it monthly based on fuel costs, so the same usage can cost more in one month than another. Both surcharge fields in this calculator are editable – enter the figure printed on your own bill for the most accurate result.
What is the sewerage fee and is anyone exempt?
The sewerage fee is a Dubai Municipality charge that DEWA collects on its behalf, linked to your water consumption – roughly AED 4.40 per cubic metre in 2026. It carries no VAT, and under Dubai Decree No. 1 of 2015 it does not apply to property units occupied by UAE nationals. Use the sewerage dropdown to include or exclude it.
What is the Dubai housing fee on my DEWA bill?
The housing fee is 5% of your annual rent (or the RERA-assessed rental value for owner-occupiers), divided into 12 monthly instalments and shown on your DEWA bill. It is not an electricity or water charge and is not subject to VAT. Enter your annual rent above to include it in the estimate.
Does VAT apply to every DEWA charge?
No. 5% VAT applies to the consumption and service charges, but DEWA states that it does not apply to the housing fee, sewerage fee, irrigation fee, knowledge fee or innovation fee. This calculator only applies VAT to the taxable lines, which is why the VAT figure is smaller than 5% of the grand total.
Why is my DEWA bill higher in summer?
Summer air-conditioning can push a household past 2,000 kWh, moving part of the usage into higher slabs and increasing the fuel surcharge at the same time. Irrigation and pool top-ups raise water and sewerage costs too. The slab breakdown in the result panel shows exactly where your usage sits.
Estimate only. This tool applies published DEWA slab tariffs, the current fuel surcharge and standard fees to the numbers you enter. Real bills can also include deposits, previous balances, adjustments or seasonal changes. Always confirm against your official DEWA bill or dewa.gov.ae.
